In Silverton, a remote town in southern Colorado, workers live in campers or cars because they can’t find housing. Others had to walk 100 miles to work, or hole up in a one-bedroom apartment to pay the rent.
Hayley Nenadal, a film producer who lives in Telluride, said there were several days last summer when restaurants had to close because of too many tourists and understaffing.
Nenadal said: “You don’t drink coffee anymore, or you don’t go out to dinner anymore, or you don’t have a place to hang out with your friends anymore. “The biggest impact people feel is the loss of community and the loss of quality of life.”

As the pandemic affects people and institutions across the United States in many ways, housing has become a sticking point for cities struggling to maintain a workforce and local businesses. The problem has long been a challenge for Colorado’s mountain communities, but the pandemic has exacerbated it, residents and experts said.
“It’s a slow-growing problem,” said Jason Peasley, executive director of the Yampa Valley Housing Authority in Steamboat Springs. “It’s very difficult for local wages to compete with those out-of-towners who have far more resources.”
A problem that once primarily affected low-income people has shifted to the middle class, affecting teachers, police officers and nurses. The situation has forced local authorities to come up with creative ways to reduce the decline, such as limiting the number of short-term rentals in the community or raising taxes on people who own second homes and keep them vacant for long periods of time.
Nenadal and other residents have launched a citizens’ initiative to limit the number of short-term rentals in Telluride to under 600 by 2021. But voters rejected the plan and instead approved a two-year moratorium to keep the number of short-term rentals at 787.
