Why Are So Many Black Owned Small Businesses Shut Out Of Ppp Loans?

The Government of Canada has provided $25 billion through the Business Credit Availability Program (BCAP) to businesses across the country affected by the Covid-19 pandemic. As part of the BCAP suite of financial assistance programs for businesses now being rolled out by the Government of Canada, the following two mainstream emergency business loans will open in the coming weeks:

Eligible businesses can borrow up to $40,000 through the CEBA mechanism. A CEBA is a federally funded revolving line of credit made available to all eligible businesses that apply online. The CEBA online application portal(s) is expected to be operational in the coming weeks. Expect releases from all banks after opening CEBA portal(s) for applications.

Eligibility: CEBA funds are available to businesses that paid $20,000 to $1,500,000 in annual payroll in 2019. More details to follow.

CEBA funds will be available to businesses with an annual payroll of $50,000 to $1,000,000 in 2019. Publicly available information at this time indicates that the fund is intended to cover non-deferrable expenses like salaries, rent etc. Insurance and utilities.

Revolving Loan, followed by a 5-year term loan: CEBA will be a federally funded revolving line of credit through December 31, 2020. It will be converted into a 5-year term loan at the end of this calendar year, which will finally mature in 2025.

Interest-free period, followed by 5% interest: No interest payable in 2020, 2021 or 2022. Interest on any outstanding balance shall commence at the rate of 5% per annum, payable monthly for three years from 1 January 2023 to the end of 2025 for the remaining balance.

Repayment Deadline: The balance and applicable interest will mature and be paid in full by the end of 2025. No comment or concessions have been made at the moment on amounts due at the end of 2025, so businesses should carefully review the terms of the loan agreement. If they are concerned about this timeline, commercial terms and rates will apply at that time.

25% loan waiver: Businesses that repay 75% of their dues on or before the end of 2022 will have the remaining 25% of their loans waived. This is the most beneficial aspect of the CEBA program. For each business that borrows on their CEBA line of credit this year, the government will look at the amount outstanding on January 1, 2021, which is the calculation date for determining loan forgiveness amounts. To qualify for the 25% loan forgiveness, a business must repay 75% of the outstanding amount on January 1, 2021, by December 31, 2022. The maximum amount to be excluded will be (i) $10,000 or more and (ii) 25% of the balance on January 1, 2021. To be clear, businesses that don’t borrow the full $40,000 can’t forgive $10,000, which would be a minimum amount of forgiveness equal to their 25%. 1 January 2021 Total.

Challenges Of Getting A Small Business Loan

The repayment deadline for eligibility for loan forgiveness is the end of 2022. If 75% of the borrowed amount is not repaid before December 31, 2022, the business will not get any relief under the rules as we know them now. The details surrounding amnesty eligibility now appear binary; No possibility of remission if 75% is not repaid before the end of 2022, which means the full principal and interest must be paid before the end of 2025, and the possibility of remission is lost.

Given the interest-free period and the transition from revolving lines to non-revolving loans later this year, we expect many businesses to max out their loans by December 31, 2020 and wait for 75% repayment. Pay as much as possible by December 31, 2022 and not earlier.

We recommend that you continue to monitor the details in this regard, which may change after the writing of this article. Business owners should review and remember the exact terms when applying and agree to them now if the details change or become more nuanced.

Preparation to Apply Online: CEBA applications are available online only. An officer or director of the company should plan to enroll and apply online. This person must be able to legally certify the business and provide authority to bind the business. If a government official corporate profile is publicly available through a provincial ministry, it would be prudent to ensure your director and officer filings are up to date. This person will bind the company to the CEBA line of credit agreement. At the very least, ensure that the appropriate director(s) and officer(s) are pre-authorized with your bank.
