The Ontario government announced Wednesday that bars and restaurants will receive a 10 percent discount on the retail prices of cider, beer, spirits and wine imported from the LCBO.

The government knows that local restaurants and bars across Ontario have been doing their part to keep people safe by following public health measures. We are determined to help these businesses, which is exactly what we are doing today, said Finance Minister Peter Bethlenfalvy. in the statement.

What Are The Benefits Of Using A Decanter?

“The permanent rebate will return approximately $60 million annually to these important businesses to invest in themselves and their employees.”

Combined with other existing measures, including HST rebates and container deposits, Bethlenfalvy argued that licensees are effectively paying 20 percent less than sales.

The discount, which was discussed and approved by the board on Wednesday, has long been sought by Ontario restaurants, which say the discount is common in most parts of the world, including 11 other provinces and territories. Now Manitoba is the only place.

“This is not unusual. It is normal, and it helps other areas to survive,” said James Rilett, Canada’s vice-president of Central Canada.

Rilett said that normally, some of the discount would be passed on to customers in the form of lower menu prices, but due to the impact of frequent closings and capacity restrictions at many restaurants and bars during the pandemic, he suspects many will not make it. . their prices.

“Their costs of everything have gone up and they’ve taken on a lot of debt,” Rilett said, noting that the 10 percent cut only offsets the increase in the minimum wage for workers, which is set to increase. in January to $15 an hour. The wholesale discount will take effect in early 2022.

“This is a game changer,” said Erik Joyal, CEO of Ascari Hospitality Group, who estimates his company spends about $1 million a year at the LCBO.

Tomas Morana, owner of Bar Volo and sister companies Birreria Volo and Bottega Volo, praised the initiative.

“It’s a little bit of help for an industry that has suffered a lot in the last two years, and it’s a huge change in the improvement of alcohol sales in Ontario,” said Morana, who has been very public – especially on social media – about. licensee discount requirement.

“I never expected to see this happen, and I don’t think most restaurants will. It’s like seeing a unicorn,” said Singh, who estimates the move will save the right restaurant about $25,000 a year. Singh estimated that the discount could mean almost double the savings at a more alcohol-focused bar, such as Bar Pravda.

While bars and restaurants now receive a five per cent discount at the LCBO, that has been wiped out from more than six per cent off licences. This means that licensees pay one percent more than the retail price. The government plans to remove the license holder limit and increase the discount to 10 percent.

“Sales have been so low during the COVID period that there is no joy in the new discount. I would really like it if they would increase the discount for an important time to really help us, said Celina Blanchard, owner of Lambretta Pizzeria, who estimates that the discount would have saved her $13,000 a year before COVID.

Blanchard said many licensees don’t bother returning their deposits because it would take too much time to process and return them. Many licensees leave empty bottles and cans for local homeless people to collect deposits. Businesses generally apply for HST rebates quarterly.

According to estimates prepared by Ravintolas Canada in a letter sent to Ontario Finance Minister Peter Bethlenfalvy earlier this year, the change will cost the LCBO $61.6 million annually. Of this, $34 million comes from removing the six percent license fee and $27.6 million from increasing the discount to 10 percent.

While the rebate will cost the LCBO a significant amount of money, the state could recoup some of the HST revenue if alcohol sales at restaurants increase as a result, Rilett argued.

The restaurant industry also directly employs hundreds of thousands of people in Ontario, Rilett said. And these jobs will be less risky when the discount is available.

“People are now deciding whether to stay open or just throw in the towel. This prevents other places from closing and keeps people employed,” said Rilett.

Small businesses have struggled throughout the pandemic, none more than restaurants and bars, said Ryan Mallough, Ontario regional director of the Canadian Federation of Independent Business.

“A lot of places are hurting. Even though they haven’t closed, there have been setbacks over the last 20 months,” Mallough said, adding that Ontario’s small businesses have racked up an average of $190,000 in debt over time. Restaurants and bars across Canada added an average of $300,000 to their bills during COVID, Mallough said.
